The control variables, except for the severity of crime and Type 3 crimes, have no significant effect on the severity of penalty. The magnitude of corruption increases the probability of being more severely punished. In other words, officials whose corruption involves a larger amount of money are more likely to be severely punished. The effect of the time trend is significantly negative, suggesting that the probability of receiving a severe penalty decreases each year.
In order to better show the nonlinear relationship between the rank of the corrupt official and the severity of the imposed penalty, Figure 5.1 presents the predicted probability of the punishment for officials of different ranks.71 The probability of receiving a âfixed term of imprisonment,â which is the least severe penalty, is relatively low for both staff or clerks and officials at the rank of vice governor or higher. If these officialsâ likelihood of being given a less severe punishment is lower, their likelihood of being severely punished will be higher (the total probability is 1). Compared to officials at the rank of deputy county head, officials at the lowest and highest ranks are both more likely to receive a severe punishment. This pattern shows that state authority tends to severely punish corrupt higher-level officials, probably to strengthen the deterrent effect. In addition, lowest-ranking officials are likely to be severely punished, perhaps because doing so is less costly.
